This is the scary ( too real to be mechanical) man inside the Pumpkin Palace General Store. His aim is to scar children for life by following them with his eyes as they walk past with their frosted pumpkin sugar cookies.

It's payback on behalf of the parents who have to deal with the little crack heads on sugar highs for the entire car ride home.
